Partners can log into Partner Center and locate the Co-op Funds Resources. There you will find a collection that includes the Co-Op Guide. I was able to download with no issues: 

Or, once logged into Partner Center, you can always use the search field to type the name of the document you're looking for (Co-Op Guide) and the collection is your first option:
