You don't often get email from - keep appear even if its from some one who email us before

I know how to turn this off we prefer not to I just wondering 

1. is there a way to turn it off per only per domain or user -prefer domain
2. why is this continue to happen if mailto:email address removed for privacy reasons keeps email us it still states  You don't often get email from and any way to fix it
