What can you do if two step verification fails

I am trying to recover my wife's email account after she forgot her password. The two step verification does not send out a second code to the telephone number given, and the account recovery online form wont work because two step verification is activated. I can't find any way to explain this to Microsoft because their online help takes me around in circles. How can I get help to recover the account?
