What are the best options for creating a corporate calendar - see requirements below

What are the best options for creating a corporate calendar:

1. Shared Calendar that owners can be added and removed so it's not tied to one account

2. Shared out and automatically shows up in the end users outlook app or web version

3. Is read-only for the end user so they can view it and not add/delete any items

4. Allow the use of Security / Distribution groups that include everyone instead of just individuals.
