Voting Button Results

The support site said "the sender can see all responses in a table. On one of the response messages, click the The sender responded line in the message header, then click View voting responses".

I received 5 out of 10 expected responses. When I clicked on the first of the responses (i.e. the fastest reply), I saw only 2 responses in the results consolidation table. When I clicked on the latest reply, I saw only 3 responses.

Why? Should I not be seeing all 5 responses regardless of which email I clicked on to open the 'View voting responses'?
