UTF-8 Characters not showing correctly

I am seeing what seems to be a relatively new issue regarding UTF-8 characters, in this case those of Norwegian characters.  Both the subject line and the attachment names do not show the correct encoding, however, the properties window for the email in Outlook does show the correct encoding, so it must have been sent OK.  Also, the same message sent to Gmail has no issues whatsoever.

    I also have this issue. Certain characters such as --> display as 'à ' in outlook.live only.

    Makes certain emails hard to read and I have to redirect them away to other accounts.
