unable to send new mail hotmail on iPhone mail

im struggling to send emails on my iPhone mail it comes back saying Your message wasn't delivered because the recipient's email provider rejected it. even when I send it to my email. I can receive  emails but can't send even when I downloaded outlook for IOS it did the same thing. please help
