Having this exact same issue on MacOS Tahoe and Outlook PWA for chrome.
I am using a wacom tablet and click+drag to select works in all applications except Outlook. Text selection in received mail is no issue, but drafts don't work.
I was able to find a solution (thanks, Gemini!): in my case it was advanced settings in chrome.
1. go to chrome://flags
2. I had to enable "Unthrottle async touch moves"
