Trouble resetting password

My wife is having trouble resetting her password on her outlook account. She’s clicked forgot password And followed it through to the 2 step verification method. Email address goes though ok but when the mobile verification comes up she enters the last 4 didgets of her mobile number and it says this can’t be processed at the moment and to try again at a later time. It’s been like this for 2 weeks now. She’s waited 3 days before trying again but it’s still like this. Is there a number she can call or talk to a human?
