Swapping verification email address
Hi there I have been locked out of one of my older outlook accounts and unfortunately I use this account as the one to verify my main outlook account. I have tried many times to get it unlocked thought the online procedure with no success. It is possible to make a new outlook account and then swap the verification email to the new account?

No, you can’t swap the verification email unless you recover the old account first. Microsoft needs to confirm your identity through that address.
You can try doing a password reset and then it should offer you account recovery. Fill in the form and it will ask you some questions about your account. If it passees validation, you might be able to recover the account.
