Spam emails in Outlook

Can anyone please advise why this rule (above) for spam emails I Have set up is not working? I keep receiving numerous emails with "ukrainian girls" in the subject, despite the above rule being turned on?

    Hi jackdarby

    You can try the following: 

    1. Copy and Paste the Subject reference in case there is a hidden character. These annoying spammers get clever at times.
    2. Also, review the order of all rules. Try moving this rule to the top since you want to use "stop processing."
    3. I would change the action order to Mark as read, forward the message to, delete a message, and then stop processing.
