Can you check whether an update to 16.110.1 (released yesterday) will fix this issue already?
There was an issue in 16.110 which caused Outlook not to properly recognize the sections within an email and didn't include things because of that. That should be fixed now.
Unfortunately, the issue still exists in 16.110.1 - I just updated, no change.
