Shortcut Keys for Categories Will Not Save

In the Outlook client in Windows 10, Outlook stopped retaining the keyboard shortcuts I set for Categories.  I keep resetting them, but every time I start a new session they are no longer set.  This started happening back in the December timeframe, and have just been waiting for a fix.  Any advice/help?
