no. There exists:
1) OffHours COM add-in for desktop Outlook (windows)
and
2) OffHoursOWA JavaScript add-in that can work with
- Chrome, Firefox, Edge and IE 11 web browsers on Windows
- Chrome and Firefox on OS X El Capitan, Snow Leopard and High Sierra on Mac
- Chrome and Firefox on Android
- Firefox on iOs for iPhone
UPDATE: There exists DelayOutOfHoursEmails Flow for Office 365
that will work for any email client company-wide.
