same obvious phishing scam email

I keep getting this same phishing scam email ~[CloudStorageSecurity]~.

 

They all have the same blue Cloud logo at the top that just says Cloud right beside it. They all follow the same formula email.

 

They all have my email address in both the To and the CC. Serious question does any legitimate email have the email address in both the To and the CC?

 

And to top it off I can't report it for being a phishing scam anymore. Why can't I report it? If you know I've already reported it then why is it getting through to my email?

 

Does anyone have any reason as to why this is happening that makes sense? This just makes me angry and sad. I'm angry because these phishing emails might get to the wrong person and sad that it's being allowed to happen or is there some other reason.

    I get them too on occasion and all my DNS records are up to snuff. I have read more recently in other forums about more coming in, and not sure how/why. Guessing there is something new happening and we will figure it out. 

    I would create a rule and have these go to the deleted items for now.
