Rules applied to sent emails

PatWyes I think I did.
For some reason it really wasn't showing up as an option when I was initially looking but the way to do this now is:
In your outlook:
1. File - "Manage rules and alerts" on the "Info" tab
2. Click "New Rule"
3. Click on "apply rule on messages I send" and click "next"
4. Select any conditions you want or leave blank to apply to all mail you send and then click "next"
5. Select "defer delivery by a number of minutes"
6. In the lower box, click on the blue underlined "a number of" section and enter how many minutes you want to defer by. Click "OK".
7. Select any exceptions you want or leave blank if you want to apply to all mail. Click "next"
8. Specify a name for the rule.
9. Make sure the "turn on this rule" toggle is selected and then click "finish".
