Rule to only show 3rd email received with same subject

The built-in rules cannot cover such scenario, you have to look for an add-in. Though it's probably best to address this at the source, and have the notification sent only on the final failure.
If you are using Office 365 (Exchange online), you can create a Power Automate flow that will do what you want.
