My outlook rule doesn't work

This is a known issue after November updates of MS Office.
As per this article :- https://support.office.com/en-us/article/outlook-error-the-operation-failed-when-selecting-manage-rules-alerts-64b6ff77-98c2-4564-9cbf-25bd8e17fb8bJust check the Office Version Go to File > Office Account.
The issue may occur after installing the following subscription updates and subsequent versions:

A similar issue occur in the past as well, and the solution was to create a new e-mail profile.

Thanks for your sharing. Do you mean I should change my email address with a new one? If so, it's not convenience because I use this email for many years to work with many people. Do you know any other solution? Please advice. Thanks.

No, no need to change your address. You just need to wait for a fix. If you can't wait, you can disable updates, set a reminder to check for updates in 30 days then go back a build. Right click on the Start menu and choose Command Prompt (Admin) then copy and paste this line in the command prompt.
