I fixed it for myself but it is weird.
I have 2 outlook accounts, Microsoft wanted me to login to the second account as well and now it works...Hi HellHunterMax - thanks for that. I'll try opening another account.
How did you fix it? I cannot even get to the login screen because it just keeps looping on the sign in page. I do not get an option to type in my info/try to log in...
Maybe kill off your cookies associated with Outlook
