Promotion Folder in Outlook - how to stop emails from going into this folder

Whose idiotic idea was to make this Promotions folder? There's no list of rules that say I can disable this. And the Email that has been moved to Promotions doesn't even show up in the unread Email list.
This is extremely frustrating when I'm expecting email to show up in my inbox and it Willy-Nilly goes someplace else.
The default should be promotions disabled.
