Problems with Quick Steps in Outlook New

If a quick step has an Action in it that cannot be applied to the currently selected email, it will be greyed out in the Ribbon. For example, if a quick step Unpins an email, it will be greyed out unless the current email is Pinned.
None of these solutions apply.
My quick step has a flag, move and mark read actions. It is moving from a Gmail folder to an Outlook PST file in

My quick step had been working great for years before the update. I can't switch to classic. I am on the most recent build. I've tried recreating my quick step and that fails. Move to folder doesn't offer the flag option or mark as read. It broke, pls fix.
