POP settings in Outlook.com

I have looked at all the MS links to change the POP settings on a friend's PC.  The links in Settings show where you can enable the POP but it is filled in and can not be changed.  I am doing this on my PC which used yahoo mail, his PC uses promail.ptd.net.  I have all the required settings but for the life of me, I can not find how to change the settings.

We are both on WIN 10.
