Pasting HTML into Outlook mail skips some content

I have some users that are copying HTML from the browser and pasting into an Outlook email. Some of the paragraphs are not displaying, however, if they paste into Word, outlook.com or gmail.com, the entire document is viewable.

 

In looking through the HTML, there are sections of invalid HTML where a group of <p>...</p> tags are surrounded by an <em> tag. So technically, I can see why outlook drops those paragraphs, but why do Word and outlook.com handle them just fine?

 

Is there a way to get Outlook to work with this HTML?
