Outlook web Office365 settings do not persist

I've tried changing the "Conversation view" from "Newest on top" (default) to "Newest on bottom" multiple times in different browsers (edge and chrome), and while the setting appears to work for a few minutes (maybe less), it always reverts back to the default.  

How can I troubleshoot this?
