Outlook web mixes "intent" and "state" with inline quick actions

Does anyone else get confused here?

The envelope quick action shows "intent".  It displays as an open envelope indicating when you click it, the message will be marked as read.

The flag quick action shows "state". It displays an empty flag indicating the current flagged status of the message...

I think "state" is the better option.
