    I am an independent advisor addressing Microsoft Outlook questions.

     

    Your assessment is correct. The Encrypt button has been grouped with Message options under More options for quite some time and by design. This button only appears for new messages or responses. I suspect they are trying to keep the top menu relevant and decluttered.

     

    I used the Read Receipt feature a lot in the desktop version and had to familiarize myself with this grouping in OWA. 

     

    I checked to see if the message options were included in the Customized Action list for quick access because MS updates the list as needed to support features. Not yet.

    Same here. Encrypt button (or the according "message options" - how ever you want to put it) has been missing for quite some time now. Strange enough it is available in Outlook Desktop App.
