Outlook templates

I create invoices for my boss that he needs to review first then email to his various clients.  I am creating a new email addressed to the client, attach the invoice, then save as a template.  I then open a new email and attach the template and send it to my boss, but when he gets it, it is read only and the send button is grayed out.  Any fixes for this?
