Outlook Rule: Flagging Email Creates a Copy in Another Folder

I have a rule that when I flag an email, outlook creates a copy, and places said copy in another folder. I have too many important flagged emails to keep experimenting. What I would like is a rule or alter my existing rule to do almost the same actions except sending a flagged copy to the folder. 

Existing Rule: My input flags email. The output send a flagged copy of email to "Retained Folder."

Expectation Rule: My input flags email. The output send an unflagged copy of email to "Retained Folder."
