Outlook reporting user-marked junk/non junk emails as phish

When a user mark an email as junk, Outlook reports it as a phishing email AND moves it to the junk folder.

Likewise, when a user marks email as not junk, Outlook reports it as a phishing email rather than keeping the email in or moving the email back to the inbox.

Is this something that can be re-configured so that junk/non-junk emails don't get reported as phish?
