outlook live junk email giong to inbox that is set up for only for my addressees

In recent weeks to a couple of months others other than those in my address book or sasfe list are getting into my inbox including but not limited to a bunch of tweets...  what do i do to repair this?  Actully under manage emails i do not even see the option to set inbox to only address book  - is it even there any more?     thks
