Outlook HTML E-Mail - Text disappear after Image Editing

Trying to put images into new Outlook Mail (website, not app) is now a disaster. Formerly if I clicked it, the usual sizing bubbles on 4 corners appeared. When I hover and hold to resize, now, in Win 8.1, it causes the picture (and the text that I did not even select) to duplicate itself. It's not even logical. I just tried on this Win 11 computer and it does not seem to be happening.
This unpredictability is what happens when MS just adds more and more coding and does not do the boring housekeeping of cleaning up the old code. Its a disaster waiting to happen.
Does anyone know how to stop this glitch in resizing that is happening in Outlook on my Win 8.1 computer?
