Outlook for macOS may not show all contacts in the "To:" field due to an issue with its search indexing, even if the contacts are visible in the Contacts tab. Since your Google Contacts are syncing correctly, try rebuilding the search index:
Go to Outlook > Preferences > Search, then click Rebuild. After that, restart Outlook. This should refresh the contact search and allow all synced contacts to appear when composing emails.
Are you describing functionality in Outlook for Windows, give the version for macOS doesn't have a "Preferences" option (it's "Settings") and in the Search section, there's no rebuild option (see below)?
