Had some more to-and-fro with Microsoft. It's just hopeless - they keep repeating that it has to be submitted through the in-app support so that it can collect the logs, and every time I point out that the app won't even run they just ignore it and repeat the same thing.
If anyone from Microsoft is reading this can you please try to escalate this to wherever it needs to go as your technical support line is worse than useless.
