Outlook Error: "The operation failed..." when selecting Manage Rules & Alerts
There is an ongoing issue which matches the description: EX171088 - Unable to manage rules in the Outlook client
Status: Service degradation User impact: Users are receiving an error when attempting to manage their rules in the Outlook client. More info: Users are receiving the following error: "The operation failed because of a registry or installation problem. Restart Outlook and try again. If the problem persists, reinstall." Current status: Our investigation into a viable fix requires a thorough code analysis. We're working to identify an adequate workaround that users can implement while we address the underlying source of the problem. Scope of impact: Impact is specific to a subset of users who are served through the affected infrastructure. I am having this same issue. Outlook 2019 Pro Plus. I have rules that manage over 200 emails a day in to specific folders. This is killing me!

G-Man I just purchased 2019 Office Pro also and cannot access Rules and Alerts to make any changes. I get the same error. It worked when I first set up Outlook on the new laptop w/Windows 10 but in trying to make changes to some rules, it just quit. I cannot go thru all the setup with pst/signatures etc to start over plus I only have one download when I purchased it. I wish I could find where you can just delete all the rules and start over thru a file somewhere because I cannot access Rules & Alerts to do it that way. I am using 2019 w/client POP not on a server.
