I am running into the same problem, but with both external and an Office365 calendar too.
A colleague of mine created a new calendar and shared the .ics url of it with me. If I use it to import the calendar in the Outlook Desktop app it throws this exception too, but afterwards does show the calendar as being imported.
Even though there are more suitable ways of importing the calendar of my colleague, this is a reproducible scenario from completely within the Outlook environment. Our actual problem is that a calendar solution we are developing throws the same exception.
It sounds a bit like the problem described in https://learn.microsoft.com/en-us/outlook/troubleshoot/calendaring/cannot-add-an-internet-calendar. But in this scenario an error is shown. And it would mean that Microsoft isn't the mentioned "new authentication stack" described themselves.
Any help with this problem is appreciated.
