I am glad that you are happy about the WLH feature. I don't believe Classic Outlook users have all the wonderful features that WHL has to offer. After my investigation, I will clarify the following questions. Also, it could be that I don't have the updates in classic yet. Nevertheless, here is what I understand.
- I don't believe you can manage your work hours in Outlook Classic. You must change them in the New Outlook and web versions.
- The WHL icons will not appear on the Profile Cards for you or your team.
- In New Outlook & Web, I can change my location for a specific future date by clicking on the WLH icon in the drop-down menu from the calendar.
I am also looking into whether these functionalities are on the backlog. I will keep you up to date with my learnings.

We're also experiencing this on the latest x64 builds of the standard Outlook desktop client, and have not yet been able to resolve why it only affects some users. A full rebuild of the user's Outlook profile has not resolved it either. As the original poster stated, OWA works fantastically - but we're not yet ready to abandon the desktop client for the PWA install of OWA.
