Outlook delegate unable to drag-and-drop meetings into different calendar

Has anyone heard anything more on this. I've just come across it in our org and found that it is linked to delegate access.
Our PAs have 'full-access' rights to all exec mailboxes, but only delegate access to their own direct bosses. When PA drags it into one of their bosses calendars it prompts the COPY brand new meeting invite.
If it is dragged into a mailbox to which they do not have delegate access, they get the full 'accept-tentative-copy' options.

I have made the PAs owners of all the calendars involved including the room calendars and we are still having the same problem
