Outlook changing formatting in received HTML email when forwarding.

Hi,

Outlook version 2209 (Build 15629.20208 Click-to-Run)

We have a user that receives an html formatted email from an outside vendor. When the message is forwarded, an extra paragraph break is added resulting in 2 paragraph breaks instead of one. Outlook is set to send messages out in html. Subtle difference, but the user is not pleased.

Any idea how this occurs?
