Okay, we ruled out the obvious and simplest solution. And I have a lot more info to provide.
Keep in mind that we provide solutions or recommendations to service you and anyone that may read this post.
After digging a little deeper, based on several Microsoft posts, the issue may be caused by the hardware graphic acceleration.
Many trusted MS and non-Microsoft articles provided a solution to fix this problem easily, but Microsoft removed this capability in 2021. So if someone or you come across a solution that states to navigate to Outlook Advanced and Display settings, and deselect hardware graphic acceleration, it does not work. The Display setting is not there anymore. (I tested it myself.)
With that being said, based on MS latest articles, it is recommended that you contact MS Help support to assist with the hardware graphic acceleration.
UPDATE GRAPHIC DRIVERS: I also recommend that you make sure all your graphic drivers are up to date. If you know that the drivers are up to date, you can skip this part.
- Press the Windows + R keys and OK
Type devmgmt.msc and press Enter to open the Device Manager - Navigate to Display Adapters and click on the drop down menu and select the graphic card that you want to update
- Right click on the graphic card and select Update Driver
- Close the Device Manager and restart your computer
