AKISUAE I was able to resolve this today. Your mailbox has to be in the cloud and Outlook has to be using an O365 subscription license. Outlook 2019 on a Mac has to be on v16.20 or higher. I had initially installed Outlook using a volume serial license. This will not work. If you run that and then log back into Outlook, the Create Teams button is there.
I am running office 365 outlook version 16.45 and teams does not display. I believe this is caused by resolution of the display.
