Outlook 365 : Conversation cleanup removes attachements

I am an independent advisor investigating this inquiry. 

After intensive research, many users have reported the same issue since 2018. None of the Outlook Gurus' have posted a solution yet for conversation cleanup deleted attachments. I checked for the following:

Where are the deleted attachments from the conversation cleanup located?

* Outlook and Computer Recycle Bins - locally or globally ==>Found Nothing

* Computer's hidden system folders ==>Found Nothing

* I even checked the OneDrive Attachment folder = Found Nothing

* A fix is listed on Microsoft's Roadmap 

I believe that this issue has not been addressed by Microsoft yet. However, I recommend the following as a workaround. It is not the perfect solution, merely an alternative process. 

1) If you have access to Outlook Online, download email attachments to a local folder.

2) Review your settings on the Outlook desktop. 

3) Then open Outlook desktop and run the cleanup conversation tool; this option is suitable for reducing email capacity in your inbox.
