Outlook 2019 - The account configuration is been canceled

So I'll try to be succinct:
New PC with Windows 10 21H2 and Office 2019 installed.
If I configure outlook by adding any email account there are no problems and it works correctly.
When I join a domain with Windows server 2003 and add a domain user with administrator permissions, I have the problem that outlook no longer makes me create mail accounts, giving me the error in question (The account configuration is been canceled) (I also add, that in windows 10 SMB1 was enabled)
If I do the same operations with a PC with Windows 10 version 2004 and Office 2019, there is no problem of any kind, outlook works correctly both with local users and with domain users.

Furthermore, if I then upgrade the windows 10 version from 2004 to 21h2 it continues to work correctly.

How can I fix the problem on the other new machines without having to reinstall windows 10 2004 on all of them?
