Outlook 2019 - Junk Email Filter Not Working

Outlook 2019 - Junk Email Filter Not Working  😞

Seems my junk email filter is not working. I have it turned on. ( see Pic )

But it never blocks any of them, listed, and I never get anything in the Junk Email Folder.

Wondering if something in the " RULES " Is not letting it work right ?

Any Suggestions  ??
