ok, i have a resolution. I was able to chat with a google support rep. Evidently microsft changed something on their end where by if you try to add a gmail organizational account that is also linked to an individual account it comes back with that java error. The fix is to login to the individual google account and you should be presented with a screen saying there is an account conflict, do you want to setup a new account and migrate the data to the new account. Once you do this then it works. In my case, I signed up for google adwords several years ago and this was never linked to my organizational email.

Unfortunately, I cannot access the individual account as it is linked to an old phone number I stopped using years ago and I am asked to enter the code sent to this phone number, so I have access only to the organizational account. I am also a bit worried to mess with the individual/organizational G Suite account as my organizational account is the organization admin/owner.
Everything was working till now, I guess it is needed to add some google URL to a list of trusted sites on the Outlook/Windows site, so the Javascript can be executed. Most likely the standard URL's when there is a single account only (organizatinal only or just individual) are somehow allowed to run Javascript, but when there is a need of this "choice" screen there are different URL's used and the IE 11 browser control disables Javascript.
I tried adding most of the URL's I can think of to the Trusted sites in Internet Explorer 11, but this didn't help. I guess when the browser is embedded into a desktop app (Outlook) the security rules are different.
