No File or Options visible on my Outlook version

I am trying to find out why Plusnetweb emails take so long to reach my account which was set up  for me by my son in August.

Google response was go to File or Options.   I have neither of these showing on my Outlook page.

I tried to find out which version of Outlook I have but again was told to go to File which I have no sign of.

Cany anyone help please?
