New Outlook setting missing?
Where is this setting in the New Outlook? International? See picture....

The New Outlook doesn’t support the International junk email settings (like blocked domains or encodings). To use them, either:
Switch to Classic Outlook, or
Set rules via Outlook Web (Settings > Mail > Junk Email).
Yeah, I'm still using Classic Outlook. I won't switch to the new outlook as it is less secure....

That option seems to be removed from OWA and New Outlook. For 365 business, you can add a mailflow rule in the Exchange admin center, that should have international blocking for the entire domain, or in the Protection/spam settings. Here is a post that should guide you from the Tech Community.

Unfortunately those instructions are from a post dated 2018, much has changed since then..
