Exactly. There are plenty of devices out there that send notifications using SMTP email. These devices cannot be updated to use a modern authentication method. However, I'm not aware that any of these device receive or need to "read" SMTP email. Will these device be allowed to use SMTP, presumably with an app password, to send notification emails?

no, App Password is still Basic Auth and thus is abandoned.
Your only solution as far as I know is to use your Internet Provider SMTP instead
