My system can't send an email to hotmail.

My system using IP Address 61.19.233.20 cannot send email to Hotmail or Outlook due to the error : Secure protocol negotiation with hotmail-com.olc.protection.outlook.com failed: connection closed by peer.

My system and domain are not blacklisted and I have authentication settings (SPF, DMARC, DKIM) but I still can't send to hotmail or outlook.

Please suggest a solution or via hotmail or outlook can you help me fix it?
