Missing accept and deny buttons in delegate message

I have a user that is a delegate of a resource room.  When calendar invites show up in her inbox, they are missing the accept/deny buttons.  We've tried removing and readding her as a delegate, making sure she has full access in powershell to the resource room, and also in webmail they are missing as well.

Any ideas would be greatly appreciated!
