Menu inconsistency around Focused Inbox

There is no option/menu for moving messages between focused and other in the message view.

There is no option to create quick steps or customize the ribbon around Moved to Focused/Other. 

There is confusion around the Move menu that has a "move to other" that isn't related to Focused and it's difficult to distinguish.
